Question Posed to H. Jay Enck Regarding the Commissioning Process

Question: Do you think that it is generally accepted practice that a Cx process would be executed over at least summer, winter, and one shoulder season (especially in a retro- or re-commissioning of systems)?

“I always assumed that testing/balancing of systems would be done in the proper season, but maybe I am taking too much for granted.”

Response: Depending on the length of construction it is possible to conduct seasonal testing of heating and cooling equipment during winter or summer conditions. We have found that using monitoring based commissioning, use of passive testing (observing operation of systems under actual weather conditions) typically identifies operational issues not identified through typical commissioning acceptance testing. Testing and balancing is not weather dependent. What a designer assume often does not match how the building is actually used which can result in poor performance. Requiring monitoring and analysis over the warranty period has proven to be of great value to obtaining the desired performance over the life of the building.

Guideline 0-2005 does suggest that on-going commissioning be performed for the life of the building. The ASHRAE Standard, in development, “The Commissioning Process for Buildings and Systems” requires an on-going commissioning plan be developed at the end of construction. LEED v4 has a credit for monitoring based commissioning. The commissioning guideline for existing buildings, in development, I believe will go into more depth on on-going/monitoring based commissioning.

We are currently conducting monitoring based commissioning on all of our new projects, which has made a big difference in the performance of the new projects. We also have 5 Million GSF of existing buildings we are currently performing monitoring based commissioning on saving an average of 30% in utility usage.

About Building Enclosure Council of Atlanta (BEC-Atlanta)
The Building Enclosure Council of Atlanta (BEC-Atlanta) is a sub-committee of the Atlanta Chapter of the American Institute of Architects cooperating with the National Institute of Building Sciences (NIBS) and the Building Enclosure Technology and Environment Council (BETEC).

ATLANTA, GA (October 24, 2012) – CXGBS® Co-founder and Chief Technical Officer H. Jay Enck has been nominated for inclusion in Green Building Certification Institute’s prestigious LEED® Fellowship program.

The Green Building Certification Institute’s LEED® Fellowship annually honors professional excellence and contributions to the green building industry. Outstanding LEED accredited professionals must demonstrate expert-level knowledge technical proficiency, education, leadership, commitment and service, and advocacy. They must also hold a LEED professional credential for more than eight years and have at least ten years of green building experience. This will be the program’s second fellowship class. The LEED Fellow program officially launched with its inaugural class of 34 candidates being announced in 2011.

Enck, also a senior commissioning authority and LEED® accredited professional for CXGBS®, has more than 40 years of green building and general construction experience. A LEED® pioneer, he is also the first of the 77 LEED® fellows to have earned his LEED AP Designation and completed a LEED® project. He’s spearheaded many notable LEED® projects including the first LEED® Platinum certified building in Georgia (ASHRAE Headquarters), the first LEED® Gold certified office building in Georgia (The Arthur M. ATLANTA, GA (August 22, 2012) – CxGBS project manager Jesse Ross is having a good week.

Ross’ project, the John C. Godbold United States Judicial Administration Building (formerly the Elbert P. Tuttle U.S. Court of Appeals Building) in Atlanta, Georgia, has been honored twice in the last month. Ross earned the 2012 CxGBS exceptional workmanship award for his involvement in Holistic Commissioning® for the Godbold project. The Godbold project was also recognized by the U.S. General Services Administration (GSA) Office of Design and Construction during its 2012 Project Management Awards, earning the “Excellence in Project Management” designation for GSA’s Southeast Sunbelt region.

CxGBS, under the direction of Ross, provided Holistic Commissioning® services, Sustainable Design Consulting, LEED Guidance and Administration, and Energy Modeling.  Ross helped Godbold meet and maintain quality, sustainability, and high-performance standards, which for the building resulted in a 52 percent savings in water consumption, a more than 64 percent savings in space heating, a more than 71 percent savings in space cooling, and a more than 30 percent total annual energy use cost savings when compared to code.  Ross has extensive experience in new and existing building commissioning, project management and execution, as well as field work and construction industry experience.

The Godbold building is one of two CxGBS projects recognized at the Project Management Awards. The second was for work on the new Federal Building and U.S. Courthouse in Tuscaloosa, Alabama. CxGBS provided energy optimization, energy modeling, LEED consultation and guidance.  H. Commissioning a Space Heater…! by Davis McCollum CxGBS®

We all hear about HVAC commissioning, recommissioning and even retrocommissioning; but just what exactly is it, and why is it so important? And why does LEED mandate fundamental commissioning in their rating systems?

ASHRAE Guideline “The HVAC Commissioning Process” defines commissioning as “the process of ensuring that systems are designed, installed, functionally tested, and capable of being operated and maintained to perform in conformity with the design intent.”

That’s a fairly broad statement. Another way to define commissioning is it is a quality control/verification/QA/QC process to ensure that all systems will work the way you want them too and when they are suppose too.

Some quick definitions:

Commissioning:
Verification of systems installation and operation during and after initial construction. This can be for a new building, or a retrofit project. The key is that the commissioning happens during the design of the project.

ReCommissioning:
Verification systems are still functioning as originally intended and/or reviewing building operations and adjust systems to fit current requirements. This can happen a year, 2 years, or 10 years after construction.

RetroCommissioning:
Commissioning of a building and its systems that was never completed at initial construction.

Building HVAC systems comprise a variety of systems that have to work together to heat, cool and ventilate the various spaces. HVAC commissioning tasks typically include:

• design reviews
• construction installation reviews
• pre-start inspection reviews
• startup checklists
• air and water balancing
• full-scale operational testing and finally
• occupancy with system monitoring and fine tuning

Each project’s commissioning plan is tailored for the specific needs of the design and owner.

So what can happen if HVAC Systems are not commissioned?

Instances where HVAC systems were never commissioned typically exhibit one or more of the following symptoms:

• Difficult to control space temperatures.
• Unexpected noises from equipment.
• Equipment fault sensor tripping resulting in operation lockouts.
• Equipment breakdown and failure.
• Higher than expected utility bills.
• Unsatisfied customers (a.k.a. lost business).

So what’s involved?

Here is a simple resistance electric space heater and some commissioning related tasks:

• Review of the heating capacity
• Review the location of the thermostat so it’s not above a heat producing lamp
• Ensure the circuit breaker is properly rated so it doesn’t trip every time the radiator turns on

While the above is a fairly simple example, you can see that if anyone of those items was not completed properly, the radiator might never work or not heat the space properly.
